City quality improvement is a systematic project that involves urban planning，construction，management and services. Structurally，the sub-district，as the representative agency of the government，bears the responsibilities for connecting the “Last Mile” for implementation of the policies and the measures. Fulfilling the requirements of the central，municipal and district governments for urban work in an unswerving and innovative manner is not only an expectation of the masses but also a test on the sub-district leadership in the new era. The practice of Xinjiekou Sub-district shows that strengthening the leading role of the Party and leveraging the coordinating and leading role of the grassroots Party organizations are the roots and drivers for deepening urban work，in particular connecting the last mile for improvement of the city quality.
