The Shinan District has put the community building as an important foundation of building a harmonious society as well as important platform of solving problems of people’s livelihood. Centered on satisfying the community residents’ requirements，they consider the solution of the most concerned，direct and practical problems as key points，stress two aspects of community building，that is，upgrading “community service” functions and improving “community administration” measures. And finally they find a new way of community administration：the Four Transformations and One Enhancement，i.e. itemization of community service，computerization of community administration，regularization of residents’ self-governance，standardization of basic establishments，and enhancement of Party leadership to community. Among these，community service，community administration and residents’ self-governance are the core，while basic establishments are carrier and platform，Party leadership is a fundamental guarantee.
