2020年是全面建成小康社会和“十三五”规划的收官之年。面对突如其来的新冠肺炎疫情、世界经济深度衰退等多重严重冲击，中国在以习近平同志为核心的党中央坚强领导下，统筹推进疫情防控和经济社会发展，疫情防控取得重大战略成果，在全球主要经济体中唯一实现经济正增长，脱贫攻坚战取得全面胜利，决胜全面建成小康社会取得决定性成就。城市作为人类聚居区域，虽然首当其冲受到疫情全球大流行的不利影响，但也呈现较强的抗风险能力，较快地聚集资源实现重建。广州积极应对疫情对经济和社会生活的影响，稳步推进城市国际化，持续完善营商环境、不断汇聚创新资源、加快经济转型升级、积极开展人文交往，为提升国际地位积蓄量能。

《广州城市国际化发展报告（2021）》由广州市社会科学院城市国际化研究所编辑出版，以广州为主要研究对象，跟踪探究中国城市国际化发展的途径，搭建城市国际化研究的学术交流平台。研究显示，2020年广州城市国际化稳中趋优，尤其是外贸转型升级成效突出，新业态加速发展，外资稳健增长，对外投资步伐稳健，世界级交通枢纽轮廓显现；广州克服疫情影响，用好互联网技术举办高端会议活动提高广州声量，加强对外伙伴网络交流，全方位开展抗疫国际合作，聚集世界城市治理合力，国际传播能力建设也全面提速，成为全球公共危机下勇担全球城市之责的中国城市代表。

本书包括总报告、专题篇：服务构建新发展格局、城市评价篇、国际经贸篇、交往与传播篇、国际化案例篇等六大板块内容。并设有“2020年中国城市国际化十大关注”前序，就2020年中国城市国际化重大事件进行梳理总结，把握中国城市国际化实践及研究动态。

总报告总结了2020年广州城市国际化发展现状，包括广州对外贸易、双向投资、交通枢纽、重大国际交流平台、对外伙伴网络、国际传播能力建设等领域的现状与成绩，特别是抗疫国际合作方面的情况，并分析了广州在权威全球城市评价排名中的表现，展望2021年世界形势，提出促进广州城市国际化发展的建议。

专题篇：服务构建新发展格局把握广州服务国内国际双循环发展定位，并从加强广州国际航空货运能力建设、建设国际消费中心城市等角度探讨广州打造引领新发展格局战略平台的路径。

城市评价篇分析国际权威全球城市评价排名的研究方法和结果变化，总结全球城市发展趋势及中国城市在全球城市体系中的表现，并就广州建设国际科技创新城市、环境竞争力等方面发展状况进行绩效评估和比较分析。

国际经贸篇围绕广州建设跨境电商中心城市、推动区块链赋能粤港澳大湾区国际金融枢纽建设等议题展开进一步促进国际经贸发展的探讨。

交往与传播篇分别探讨了“十四五”新时期广州建设国际交往中心的新思考和城市国际形象的呈现。
